Bleeding Control Guidelines by State

Introduced US Federal Senate Bill S. 1653

This bill was introduced to amend the Public Health Service Act to establish a program to award grants to State, local, and Tribal governments to purchase and distribute anti-blood loss supplies for use in a medical emergency, and for other purposes.

This bill includes bleeding control supplies such as: tourniquets, gauze, wound-packing materials, hemostatic dressings, gloves, markers, and other similar supplies.

Arkansas

Act 1014 – Bleeding Control Training Requirement

Requires high school students to participate in bleeding control training as a graduation requirement

California

AB 2260 – Emergency Response: Trauma Kits

California Assembly Bill 2260 (AB 2260), known as the Tactical Response to Traumatic Injuries Act, Mandates the installation of trauma kits in certain newly constructed buildings to enhance emergency preparedness and improve outcomes in traumatic injury situations.​

Required Contents of Trauma Kits (Our Basic, Intermediate, and Advanced Kits all meet these requirements): Each trauma kit must include at a minimum: One tourniquet endorsed by the Committee on Tactical Combat Casualty Care, one bleeding control bandage, one pair of nonlatex protective gloves and a marker, one pair of shears, instructional documents. Additional medical materials may be included if approved by the local emergency medical services agency's medical director, provided they effectively treat traumatic injuries and can be stored in a readily available kit.

For specific buildings (see link above for more details), the following requirements must be met:

At least six trauma kits must be placed on the premises in easily accessible and recognizable containers, located next to automated external defibrillators (AEDs) if present. Trauma kits must be inspected every three years to ensure materials are not expired, with replacements made as necessary. After each use, trauma kits must be restocked to maintain required contents.

Georgia

Georgia Trauma Commission - STOP THE BLEED Program

The Georgia Trauma Commission will provide bleeding control kits to qualifying organizations including public K-12 schools and school buses, other public education institutions, law enforcement and government agencies. The commission will provide free Stop the Bleed training. After training is completed, bleeding control kits will be allocated. Find more information in the link above.

Illinois

Illinois House Bill HB 1561

Requires kit placement in certain buildings and locations. Our Advanced Kits meet these requirements. See link above for more details.

Indiana

House Act No. 1063 – Amending Education Code for Bleeding Control Training

Schools are to develop a Stop the Bleed program, including training and acquision of bleeding control kits. Our Advanced Kits meet the kit requirements. See link above for more details.

Massachusetts

H 5050 & S.1619 Massachusetts Trauma Response Preparedness Act

This bill mandates that public buildings with a maximum occupancy of 300 or more people must have trauma kits and a trained trauma kit designee on staff at all times. It is recommended that a bleeding control kit should be added to every AED station. Minimum requirements state that trauma kits should include: Tourniquet, Gauze, Gloves, Training Booklet.

New Hampshire

New Hampshire Senate Bill 204 (SB 204)

New Hampshire Senate Bill 204 (SB 204), enacted in 2023, mandates the installation of trauma kits in selected state-owned and state-occupied buildings to enhance emergency preparedness for bleeding incidents - requires tourniquet, bleeding control bandage, gloves, marker, scissors, instructional documents.

Our Basic, Intermediate, and Advanced Kits all meet these requirements.

Tennessee

TN HB0212 | 2021-2022

This bill requires LEAs to develop and implement a "Stop the Bleed" program in consultation with local law enforcement.

The program mandates:

  • Placement of at least one bleeding control kit in each school.
  • Inclusion of kits in safety and emergency response plans.
  • Trauma kits to include at a minimum: tourniquet, compression bandage, bleeding control bandage, gloves, marker, scissors, and instructions
  • Our Basic, Intermediate, and Advanced Kits all meet these requirements.

    Texas

    H.B. No. 496 – Bleeding Control Stations in Public Schools

    Ensures that bleeding control kits are stored in easily accessible areas of school campuses. Areas should be selected and designated by the district's school safety and security committee or the governing body.

    Bleeding control kits should contain at a minimum: tourniquet, compressed gauze, trauma dressing, nitrile gloves, scissors, instructions

    Utah

    Utah HB0061 and further proposed bills.

    HB0061 notes that the state board may award grant funds to LEA if requested for school safety projects such as providing training, first aid or bleeding control kits for schools and classrooms.

    Additional legislation has been introduced a bill proposing that all K–12 public schools in Utah be equipped with bleeding control kits and that teachers, administrators, and students receive training on their use.

    Utah PTA Resolution SAF 2023-1: The Utah Parent Teacher Association (PTA) adopted Resolution SAF 2023-1, titled "Traumatic Bleeding Control." This resolution advocates for the implementation of bleeding control training and the availability of trauma kits in schools, emphasizing the importance of preparedness in emergency situations.

    Virginia

    Virginia HB 1700

    Applicability: All public elementary and secondary schools across Virginia.

    Key Provisions:

  • Bleeding Control Kits:
  • Placement: Kits must be installed in each school building at locations designated by the division safety official or local first responders to ensure easy accessibility.​
  • Contents - each kit is required to include:

  • One tourniquet endorsed by the Committee on Tactical Combat Casualty Care
  • One compression bandage
  • One bleeding control bandage
  • One pair of protective gloves and one marker
  • One pair of scissors
  • Additional items approved by local law enforcement or first responders that can adequately treat traumatic bleeding and are suitable for inclusion in the kit.

    Washington

    Washington SB 7590 - Bleeding Control Equipment in Schools

    Each school district shall maintain and make available bleeding control equipment, which must be stored in easily accessible areas on each school campus.

    Each school must have a minimum of two employees who received proper bleeding control training and must have at least 1 person/500 students trained for schools with 1,000+ students.

    Requires each school to inspect and inventory bleeding control equipment annually for expired or missing items and replace as necessary.

    Bleeding Control Equipment Must Include

  • Tourniquet
  • Compression bandage
  • Bleeding control bandage
  • Gloves
  • Permanent marker
  • Scissors
  • Instructions
  • Additional items approved by local law enforcement or first responders that can adequately treat traumatic bleeding and are suitable for inclusion in the kit.

    Training must include proper application of pressure to stop bleeding, application of dressings and bandages, other pressure techniques to control bleeding, and correct application of tourniquets.
